Only call _invalidate_all if it exists
...
the memoize decorator adds the _invalidate_all function when called.
Due to the deferred initialization that may not happen in a test.

Split initial state machine to separate class
...
Move OBS simulation to separate class, should be eventually moved to separate
file as well. And converted test_dispatch_open_requests to use new and shiny
testing infrastructure.
