We need to update the Arabic keyboard layout name because xkeyboard-config has stopped supporting the 'ar' alias in 2.39 and that breaks the QEMU build.
The upstream patch should be present in the next stable release due Saturday (2023-07-08). We might want to wait for the maintenance update, in which case just ignore this PR.
